Every magnetic requirement can be met with any one of these materials, provided there is no limitation with respect to space, temperature, price, or other environmental considerations. However, in the real world, there are some constraints.

At the beginning of the 20th Century, the only permanent magnet available was hardened carbon steel. It had been found that hardened steel could be magnetized and would maintain it's magnetism. Conversely, the soft iron core of an electro magnet was only magnetic only during the time current was flowing though the wire coil surrounding it, thus the expression "hard" and "soft" magnet. By World War I, Cobalt steel was available and was used in the early automobile magnetos.
